- Chi-Ying F. Huang, Ph.D. is an accomplished biopharmaceutical scholar and executive leader with extensive expertise in drug repurposing, precision medicine, and advanced biotechnology innovation. He currently serves as Dean of the College of Pharmaceutical Sciences and Distinguished Professor in the Institute of Biopharmaceutical Sciences at National Yang Ming Chiao Tung University (NYCU). Additionally, he holds roles as Distinguished Research Fellow at Taichung Veterans General Hospital and Domain Expert for the Science and Technology Policy Advisory Office within the National Science and Technology Council. He also serves as Director of the Chong Hin Loon Memorial Cancer and Biotherapy Research Center at NYCU, and legal representative of the Executive Yuan's National Development Fund on the Intech Biopharm and Genovate Biotechnology boards. Furthermore, he holds joint appointments in the Institute of Clinical Medicine, Institute of Biomedical Informatics, and Department of Biotechnology and Laboratory Science in Medicine at NYCU, as well as in the Department of Biochemistry at Kaohsiung Medical University.
- Prior to his current deanery role, Dr. Huang built a long-standing record of academic governance and industrial stewardship at NYCU (formerly National Yang-Ming University), serving as Chairman of the Institute of Biopharmaceutical Sciences, Associate Dean of the College of Pharmaceutical Sciences, and Deputy Director of the Biomedical Engineering Research and Development Center. He has also represented the Executive Yuan's National Development Fund on the PharmaEngine board. Earlier in his career, he spent nearly a decade as an Associate and Assistant Investigator within the Divisions of Cancer Research and Molecular and Genomic Medicine at the National Health Research Institutes.
Academic Background
- Dr. Huang earned his Ph.D. in Biochemistry and Biophysics from Iowa State University, followed by a four-year postdoctoral fellowship in Molecular Pharmacology at Stanford. The author of over 218 scientific publications, he has earned multiple accolades for his work, including an Honorary Professorship from the Hanoi University of Pharmacy in 2024, four National Innovation Awards, and the Future Tech Award.
